For about thirty years, if you turned on a British television set at the wrong time of day, you were shown a girl playing noughts and crosses with a clown doll. She never moved. She never spoke. She was eight years old when the picture was taken, and she is very possibly the most-seen face in the history of British broadcasting.
The programme in question was nothing. It was the gap between programmes, the hours when there was no programming at all, and the picture was a test card: a grid of lines and shapes designed so that engineers could check resolution, colour, contrast and signal quality, and so that viewers could tune their sets. It was created by a BBC engineer named George Hersee, and the girl was his daughter, Carole.
Test Card F was first broadcast on 2 July 1967 on BBC2, the day after colour pictures first appeared to the British public. It was the first test card transmitted in colour in the United Kingdom, and the first to feature a person. Carole was chosen over her younger sister Gillian for an entirely practical reason: Gillian was missing her two front teeth. Carole was paid one hundred pounds. The X she painted into the left-hand centre square sat at the exact centre of the screen, which is why the picture stayed in use for so long.
It ran from 1967 to 1998 and was adopted in around thirty countries. The hours she spent on screen are usually estimated at seventy thousand, which works out at nearly eight continuous years. You may read that this earned her a place in the Guinness Book of Records. She has denied it. In a 2007 interview she explained that it could not be a record because it was not something another person could set out to achieve.
She later became a costume designer, working on West End productions and films including The Last Emperor, Flash Gordon and Dangerous Liaisons. She also appears, as a fictional character, in the television series Life on Mars.
Test Card F belonged to a whole machinery of dead air that has now almost entirely vanished. In the United States, a typical late-night sign-off ran in a fixed order: the station identification and ownership information, then an inspirational or religious message, then a patriotic film or a flag with the national anthem, and finally a test pattern and static until sign-on the next morning. In black and white, that pattern was often the RCA Indian-head card. Later it was colour bars: seven vertical bars at seventy-five percent intensity, the standard we still see today, though its ancestry is older than most people assume. The precursor was devised by two RCA engineers, Norbert Larky and David Holmes, and published in an RCA bulletin on 7 February 1951. The version we recognise, specifying the seventy-five percent bars, was published by the Society of Motion Picture and Television Engineers in 1978.
In Britain the closedown sequence was more formal. It told you what was on tomorrow, and it ended with the national anthem. BBC One played God Save the Queen at closedown; some ITV regions took it up; BBC Two never did; ITV dropped it in the late 1980s. The exact date of the last one on BBC One is disputed, with Wikipedia giving 8 November 1997 and a parliamentary motion citing 3 October of the same year. BBC Radio 4 still plays the anthem as the transition into the overnight World Service.
Between the programmes themselves, the BBC filled time with interludes. The most famous was the Potter's Wheel, introduced on 16 February 1953, which ran about five minutes fifty seconds and showed the hands of a potter, Georges Aubertin, throwing a pot, set to music attributed to Charles Williams. Attentive viewers noticed something over the years: he never actually finished the pot. He just kept remodelling it. There were others, a spinning wheel, a white kitten, angel fish, horses ploughing, a windmill, and a celebrated film called London to Brighton in 4 Minutes. Some of them survived into the 1980s.
The sound had a parallel vocabulary. Broadcasting used a one kilohertz reference tone, generated at zero decibels, so that audio levels stayed consistent all the way from source to transmitter, with peak level set at eight decibels above reference. It was preceded by a full minute of silence, which let engineers check both sound bleeding into the picture and background buzz during quiet passages. BBC Radio 3 used a 440 hertz tone as its identifying note at closedown.
What ended all of it was not a decision so much as an absence of night. As stations moved to twenty-four-hour broadcasting, there was no longer a moment to sign off. In the United States that change was staggered across the late 1980s and early 1990s; one station in North Carolina stopped in 1987 or 1988, others in the early 1990s, and at least one held out until 1993. There was no single national last sign-off, no moment you could point to. The test patterns simply stopped being shown, and then nothing was shown, because there was no nothing left to fill.
The digital equivalent is the blue screen that says no signal, which is not the same thing at all. It does not tell you that a day has ended. It tells you that something has broken.
The arithmetic of the test card is the sharpest version of a question this whole subject keeps running into.
By exposure, Carole Hersee is close to the most-viewed British face there has ever been. Tens of thousands of hours on air, across three decades, in the corner of millions of living rooms while people ate their tea. And for almost all of that time, essentially nobody knew her name. She was a picture attached to a signal.
Being seen and being remembered are not the same operation, and the test card is the cleanest proof of it that exists. A face can be in front of an entire country every day for thirty years and still not be a person to any of them, because a picture with no name attached is not somebody. It is a shape.
What eventually made her a person was not the thirty years on air. It was somebody writing down who she was, decades later, on a programme about the test card. After that she had a name, an age, a father who had drawn the card, an explanation. Before that, she had been broadcast more than almost anyone alive and had left no trace of anyone at all.
