The Fax Machine: The Office Machine That Predates the Telephone

Here is the fact that most people refuse to believe. The fax machine is older than the telephone.

On 27 May 1843, the Scottish inventor Alexander Bain took out a British patent for a device that could scan a surface and reproduce the image at a distance over a wire. Alexander Graham Bell's telephone patent came in 1876, thirty-three years later. Giovanni Caselli patented the pantelegraph in 1861, and by the 1860s there was a commercial line running between Paris and Lyon.

So the sequence people assume — telegraph, then telephone, then fax as a late twentieth-century office creature — is wrong at the beginning. The idea of sending a document as an image is nearly as old as the electric telegraph itself. The nineteenth century had a working picture-transmission service before most people had a telephone.

What took so long was not the concept. It was everything else: synchronisation between two distant machines, paper handling, and the absence of any pressing need. When messages move at the speed of a telegraph operator, the advantage of sending a whole page rather than its content is not obvious.

The modern machine arrives in two steps. Xerox built the Long Distance Xerography system in 1964. In 1966 it produced the Magnafax Telecopier — roughly 46 pounds, and about six minutes to send a single page. In 1980 the G3 standard was agreed internationally, which allowed machines from different manufacturers to talk to each other, and that is when fax moved from an exotic device to something that sat in every office.

Anyone who worked in an office before about 2005 remembers the texture of it. The thermal paper that curled out of the machine and slowly faded. The shriek and the modem tone when you dialled a number and the two machines negotiated. The cover sheet, which was its own small genre of writing — a page sent purely to tell the recipient what the real pages were about. The transmission report, printed afterwards, confirming that the thing had actually gone through, which was a genuine source of anxiety because a failed fax produced no error at the other end, only silence.

Then email arrived, and the machine was gone. The 2000s did to fax what the 1990s had done to the telex.

Except in one country.

Japan has become the last major holdout. Faxes and physical name seals, known as hanko, are still embedded in Japanese administration and business to a degree that surprises outsiders, because the workflow was automated around them long before anyone questioned whether it should be. In 2023 the government set a target of removing fax machines and seals from the country's schools by March 2026. In late 2025, a survey covering 28,049 schools found that 71.7 percent were still using fax machines and 91 percent still required seals. The ministry responsible acknowledged the target was far from being met.

Part of the reason the machine clings on there is what the fax actually carries. A physical seal pressed onto paper is a genuine object with a genuine impression, and an organisation that has built its authority around that object has to keep a channel that preserves it. An email attachment reproduces the image of a seal; it does not reproduce the seal. That distinction sounds trivial until it is the thing your entire approval process rests on.

That is a useful kind of stubbornness to look at. The fax did not survive in Japan because anyone preferred it. It survived because a document flow that works becomes invisible, and invisible things do not get replaced. Nobody schedules a project to remove a machine that has never caused a problem.

The fax machine, when it finally goes, will leave almost nothing behind. A fax is not a document you keep. It is a document that arrives, gets photocopied if it matters, and is thrown away — a thermal ghost that fades within a year or two even if you do keep it. Whole decades of business decisions were transmitted this way, and the record of them in transit has essentially vanished. What survives is the decision. The message that carried it is gone.

Most of what we send today travels the same way. It arrives, it is acted on, and it leaves no trace that outlives the moment — unless somebody deliberately keeps it.
